I suppose you currently use GNUstep SVN trunk, right? This bug has  
been reported a few times, but I'm unable to reproduce it. The problem  
is that NSWorkspace fail to locate 'make_services' tool. However it  
looks like it finally gets fixed according to this GNUstep bug report:

Let me know if updating to latest GNUstep trunk solves the problem or  
not…
