Did you source GNUstep.sh before running make?

To source it, type: . GNUSTEP_SYSTEM_ROOT/Library/Makefiles/GNUstep.sh

GNUSTEP_SYSTEM_ROOT is usually something like /usr/GNUstep

If that doesn't help, could you send your GNUSTEP related environment  
variables and the output of 'make messages=yes'…
