My Shell is csh so I did csh /System/Library/Makefiles/GNUstep.csh.No error 
messages. I went to the next step to install base. When I did configure 
--disable-mixedbase CC=clang CXX=clang++ I see this message: configure : error 
: You must have the GNUstep-make package installed and set up the 
GNUSTEP-MAKEFILES enviroment variable to contain the path to the makefiles 
directory before configuering. Roelof
