All in all I liked it. Two things come to mind so far:
Regarding section 2.3 where is explained "Logo must be a "clickable"
link", the next part "if you have in the EU countries" should be changed
to more explicit sentence as, for example "if your hosting is located in
the EU countries (indicated in section 5?)".
And second, what about translating all terms like "Identity Provider",
"Consumer", etc. into covered EU languages. I already saw a web site
using terms as "OpenID Server providing OpenID protocol", while the user
OpenID identifiers are called "bills" etc.
