Well, I do know the ipaq is an arm device, and I think that platform is an
open standard...
so I think that emulators DO exist, but maybe the complexity lies in
getting beyond just the
chip emulation and into platform-specific stuff.  Most of that sort
require a rom image from
a real working machine, kinda like how MAME does it (emulator code free,
yet you are 'free'
to find your own rom images!)... Sorry for not offering a solid answer!  I
have not heard of an
ARM platform which is not supported by linux yet, though.  I got a helio
for $75 when they were
on sale a while ago; not nearly as nice as ipaq but 75MHz of fun, and
HeliOS is open-sourced,
and you can also load a ucLinux (microlinux) kernel on it too, but I don't
think thwey have sound
or java just yet...  : /
