[Eug-lug]ISO unusal graph/chart program

I'm looking for a program - preferably OS of course - that can generate a circular bar chart (basically it looks like a pie chart but each slice is actually a bar radiating out from the center). Ideally, the program would accept simple ASCII data files as input. Something that can run in a browser would be perfect, but that isn't a necessity.

Any ideas?
