Shouldn't be, it is part of the XFree86 package. I am running 4.2.0-8 on RedHat v7.3 
and MouseKeys works on both Gnome and KDE. It is part of the Accessibility options 
with X (see this page for more details). This also works on a couple of the other 
major Unix OS', specifically Solaris.

In KDE only?? I'm running Gnome/sawfish (also on RedHat) and
ctrl-shift-numlock doesn't seem to enable this feature for me...
is there an XF86Config entry for it?
