Shouldn't be, it is part of the XFree86 package. I am running 4.2.0-8 on RedHat v7.3 and MouseKeys works on both Gnome and KDE. It is part of the Accessibility options with X (see this page for more details). This also works on a couple of the other major Unix OS', specifically Solaris.
