All the address matching software I know of is for fee. You could get the various data files from the Census Bureau
or the Post Office and organize it yourself, but I bet it's really painful. There are free libraries for reading ArcView SHP
files, but I don't know of any for reading the TIGER/Line data from the Census. They do provide metadata for the files
so you can write it yourself. Good Luck.

I would start googling "address matching" and look at sites like remotesensing.org or freegis.org.
