Well, I left Symantec in 1999. I seem to remember exporting the favorites as an html file that could be imported in Netscape back on Windows 98. Not sure about Windows 95.

I'd say that's back at least to IE 3 or 4.

It's always stored the favorites in some other format, in the registry or whatever, but it could be exported to html easily enough.
