Is that a winmodem you're trying to connect through?

If your modem says HSP or is more recent than 1994, chances are it's a
winmodem which will require special treatment and drivers.

for #2 the docs I've been able to find indicate that peng uses the
file /etc/Pengaol/PengAol.conf to store its information.  This will
contain a phone number to dial and the connection device.  you will want
the connection device to be /dev/ttyS0 and the phone number to be your
local dialup number.
