        That seems odd.  I'm also running I.I. and when I search the repos I
get several hits: including vpnc, network-manager-vpnc and so on.  How
did you check and what repositories do you have enabled?        

apt-cache search network | grep -i vpn

grml-vpn - program to establish encrypted communication channels in a

kvpnc - vpn clients frontend for KDE
