You might be conflating "radiation" (traveling from some distant source) with 'radioactivity' due to the arrival of radioactive material (nuclides, elements) contaminating some physical object of transmission, like dust.
Clearly, radiation originating in Japan would be undetectable here, but airborne radioactive material could arrive here in very small amounts.
