There is the EOF, European Operators Forum, http://www.ripe.net/ripe/wg/eof/index.html, with a charter very similar to all the NOG's. I immediately admit that in the last years, presentations at the EOF moved towards towards tutorials rather than NANOG style presentations, but there is no reason why that can be changed. Also, if you then start sub-groups on various topics (Routing, v6, DDoS, ...), it appears that you are just duplicating the RIPE meetings where similar groups meet to discuss the same topics. That is not a good idea, IMHO.
