>From a "Florida Today" special report
 http://space.com/missionlaunches/missions/flat_iss_010617.html ):

"NASA underestimated costs and failed to grasp the complexity of the
International Space Station program, resulting in $4 billion of extra
expense and changes to the project that have crippled the outpost's
scientific promise...

"Defending the program, Dan Goldin told Florida Today, 'Could we have done
better in estimating the end cost? Maybe...I make no apologies, zip, zero,
nada. This program is spectacular.' "

Uh, yeah. Comment is superfluous -- except that (A) all the other estimates
I've seen declare a waste in this program vastly greater than $4 billion,
and (B) (before Gail Leatherwood starts up), that flushing tens of billions
down the toilet (knowingly, as NASA did) is not exactly the way to Advance
the Destiny of the Human Race. If that were the case, the savings and loan
scandal would have been one giant leap for mankind.
