Thanks Vince, that was just the kind of document I was looking for. I
think the kicker is this statement:

"... is a qualified vehicle if ... It has never been used as a
nonelectric vehicle."

So does getting a new title make a vehicle "brand new" in the eyes of
the law? Common sense says no, but maybe legally there's hope, might
be a good question for a lawyer.

This might work for a kit car, though.

Also, not a tax expert (so check before acting on my words!) but it
looks like property used for charging electric vehicles is
deductible. So maybe a Rudman charger and a portion of your house
payment could be deducted. Again, all disclaimers apply! Check with
your tax professional.
