Here are the specifics from the DMV on this issue: The department does not have a hold on issuance of the Clean Air Vehicle decals; however, we are in the process of creating a policy (in co-operation with ARB) governing issuance to vehicles not appearing on the ARB's AB71 Qualifying Vehicles List featured on their website. The department's policy will be to issue decals only to those vehicles appearing on the list. Converted electric vehicles (which would not appear on the ARB list) will be referred to ARB. As the policy is not yet finalized, I do not want to go into any further specifics. For further information I suggest you contact the ARB at 1-800-242-4450. Since these stickers are used for multiple purposes this poses a problem for some local legislations. Here's the gorey details: I bought an excellent converted Cabriolet (car details available at the link in my .sig) last year about this time. After going through the typical registration hassels, and then the additional registration details of getting Smog Certificate exemptions, I started working on getting the HOV stickers. First I filed the appropriate papers ans waited. I received a return letter informing me that the stickers are not available for gas burning vehicles. So I looked around for what to try next and I noticed that on the EV1 list someone had suggested sending the form direct to Sacramento. So I filled out the form again and this time sent it direct to Sacramento. Appearently they deal with this more frequently. This elicited the same response, a denial for letter referring to gas vehicles. So I called CARB and spoke with the exceptionally helpful folks there. They suggested that I go to the DMV, get a DMV inspector, and while there give CARB a call. It took a couple more weeks to get an appointment at the DMV. ;) While at the DMV, I called CARB and was told that as of yesterday, no CA HOV stickers will be provided to EV conversions. CARB folks suggested that this was due to the reports by CHPs of slow moving EV conversions occupying the HOV lanes and blocking traffic.
