No, an NEV is not ideal for touring Oahu.  It can't run on
the freeways or highways.  Most destinations on the island
can't be reached without using roads or streets too fast and
congested for an NEV.  

 I don't like throwing cold water on your story, but I 
don't want anyone  to go to Oahu expecting to rent an NEV to 
tour the island.  

There must be places on Oahu where an NEV can be used and
enjoyed.  Tell us more about  your parent's experience with 
their NEV on Oahu.  Where can one go on Oahu with an NEV?
