They look like remote location, utility grade panels. 
Rather Low efficiency, high reliability, SHOULD BE high
impact resistant. (The cells look like the amorphous
silicone type)

As for running *A/C* appliances, most consumer hand tool
motors are Universal type, which will run just fine off D/C
(But will destroy the AC rated switch in rather short
order).

Seller is PROBABLY on the level, but unless you know him and
view the merchandise before buying, caveat emptor.  Specific
question to ask: Where exactly did he obtain an entire crate
of these highly specialized panels?!?! (They should be
selling for at least $750/each or more)
