My guess is that the meter and shunt aren't matched.  A 150amp
50mv meter connected to a 250amp 50mv shunt is a combination
that could produce the error John Lussmyer described.  

John shouldn't pay attention to Lee's guess or mine.  Both of us 
are probably wrong.
