Long ago, I used to work for the Highway Dept. I wasn't a flagger, I was
the guy with the clipboard watching the contractors do the work ;-)

Considering the number of flaggers and highway workers injured or killed
by being struck by cars ignoring the flags and signals, they're entitled
to something more than minimum, I think. It's rather more dangerous than
making french fries.

We depended on the flaggers alerting us to reckless drivers approaching
the site, among other things...
