Depends which country you are talking about....
Since you did not include the original post's info, I do not know which
country this applies to.
Many countries allow youngsters to start traffic school at age
17-something
and get their license after their 18th birthday.
Only moped license is available for 16 year olds and the 25 km/h NEV
type vehicles (some of which resemble small city cars) can already be
driven with that moped license since many years, so the typical audience
for those cars are (rich) youngsters; elderly who no longer can cope
with freeway speeds and people who lost their driving license for other
reasons. (for example alcohol or unsafe driving)
