Hi Steve,
It's been a while since I plugged my favorite budget charger, the Schumacher 
SE-1072.  I have been using these for years and feel like they are the best 
bang for your buck as far as price, power, and flexibility goes.
They are basically multi-tap transformers  designed to charge 1 - 6 lead acid 
batteries with a high and low setting for each or a total of 12 different 
adjustments.  With this many selections you can use them on just about any 
pack, lead acid or not.  I use 2 in series for packs over 72 volts although you 
really should select a new fuse if you are doing this.  They can do 10 amps all 
day long and even higher currents if you want to push things.
I have bought several from these people and have always been happy with both 
the price and service.
