Talking from experience with cell phone and tablet batteries, there should be a cell spec for charging at low temp. For these type of cells, it is .1C, typically, below 10 degrees Celsius. 0 Degrees Celsius is outside of their operating range.
I'm guessing you don't have the cell specs? If not, it might be wise not to charge at such low temperatures.
