Their was a batch of Saft Nicads that did the internal shorting thing due to a 
manufacturing defect.  I took over a batch of about 20 of these from a local 
EV'r back in the 90's.  I only needed 8 to survive to keep my motorcycle on the 
road, but over time they all did the melty thing on charge and I had to abandon 
them.  I originally got them for free so no big deal on my end.  You may find 
that no matter the charger you use, you will see the problem.  As you noted the 
previous owner charged them according to spec.  I suspect the problem in my 
case was actually too high of discharge rates, but I only saw the internal 
shorting on charge.  If you can keep your discharges below 2C you may not have 
a problem.  As David noted, flooded NiCads should be happy to take a good stiff 
overcharge with nothing more than some lost water.
