Prototype cells. not production. Musk always tells people with new cells to send him some so he can test them. No one ever does so, and nothing has shown up able to best Li ion. So he invests billions in Li ion and the people who know the most about them, because he has to get on with it.
If I had a great new cell tech, and could provide a manufacturable product, I would go to Tesla first - they have the greater vested interest in the better battery than any other possible user. I will see if the handbook talks about this sort of cell and I will report back on that.
