Ah, unintended consequences. I don't see this as deliberately anti-EV, even if it may have that effect. It appears to be aimed solely at limiting perceived social / public harm from Uber and Lyft. That perceived harm may or may not be a real problem, but that's not what we're here on the EVDL to discuss.
