Heat is the "bullshit" detector of such claims. If any significant amount of energy was being produced by flexing roads, it would show up as a temperature rise. Since no such rise is detectable, the energy isn't there.

If someone was serious about harvesting energy from traffic on roads, then build a big turntable into the exit ramps for a cloverleaf intersection on a busy freeway. Exiting vehicles drive from the overpass down and around the turntable to fall 20 feet to reach the underpass. In doing so, they are producing energy just like a water wheel (with the molecules of water replaced by cars and trucks). The height of the drop and weight of the vehicles will produce an easily calculable amount of energy. (I'll bet it's still insignificant compared to the needs of a city).
