Thanks for responding Cor. Your response is in alignment with an off-line response I got that also states doubts of that model's suitability for outside use, as they found moisture getting inside was a point of failure.

One was to have some answers for when I do talk to the Dr (trying to be a helpful EV advocate). Another reason was to understand what the process would be to repair that brand and model EVSE. I have not had to deal with getting an EVSE repaired for many years since losing my S-10 Blazer conversion (I had six chargers on-board of various types and brands). So, learning about this situation would help me be j1772 compatible current/up-to-date. The EVSE was mounted on one of the "patients-only" parking spots, and was not marked as EV-only. The Dr. was not there at the time I was there to secure an appt with him. The website on his appt card showed he has three locations. So, I think it is safe to assume that if his Tesla isn't using the EVSE, a patient could plugin (EVSE access would not be totally public).
