Not necessarily. Price of fuel is another factor, particularly if India follows through with it plans to improve environmental control. And, as long as they are plug-in hybrids, one could argue that more of them could increase the demand for ESVEs.

I wonder whether going this route might not actually discourage expansion of public chargers. If there's demand, someone will build them, no? These compromises will reduce demand without having very much effect on emissions.

Maybe I'm being too simplistic and/or too optimistic.
