Sorry, I didn't watch the video clip; I prefer to read about such things. Is it this? https://www.nytimes.com/2019/07/26/business/audi-vw-emissions-scandal.html "Newly uncovered documents viewed by The New York Times show that Volkswagen´s Audi luxury-car unit was more deeply involved in developing the emissions cheating scheme than previously known, and continued to sell vehicles with illegal software even after the scandal became public ... Most of the recent set of documents were prepared in 2007 and 2008 ... "So ingrained was the use of illegal software that Audi continued to use it even after American authorities formally accused Volkswagen of emissions cheating in September 2015. In December 2017, according to documents that did not become public until earlier this month, German regulators ordered Audi to recall 150,000 [European-sold] Q5 midsize S.U.V.s with 3-liter diesel engines because they contained defeat devices." >From what I've read recently, almost all European automakers were doing the same thing as VW/Audi, using similar onboard software that detected when the vehicle was under test and kept emissions within legal limits only then. They got away with it for years, because the EU emissions certification program is pretty much broken. Remember, VW was collared not in Germany (fat chance), but right here in the US. Clearly, "regulatory capture" isn't unique to the US. This may be one reason that much of Western Europe is now pushing hard for EVs and against Diesels.
