After looking at

 a new Elf is $9k & has
 a 16Ah (higher capacity) li-ion pack
 & a 100W (higher Wattage) PV

This tells me the ad is selling an older-year Elf, with a worn out lower
capacity pack, lower wattage PV, & is likely out-of-warranty.

How easy is it to repair? Can I do most things myself or will I need a
trained mechanic?
Most owners can maintain and make basic repairs on their ELF easily with
common hand tools. Alternately, any competent bike mechanic will have the

16 amp hour batteries fit in the specially designed ELF battery compartment
and enable you to double your mileage to 40+ miles.

Can you extend the range by adding more batteries?

IMO, after a cycle-knowledgeable buyer checked this old Elf out, it might be
a good buy at $3k, but add in the $1k replacement battery, it now becomes a
$4k purchase.

 I could ride around in it promoting the EVent, getting the public to come
get EV rides (reducing arthritic joint pain).
But if I did get one, I would buy a new one, with 26" wheels, puncture-proof
tires, 4 li-ion packs, and a 20A 48V li-ion charger that worked on either
120VAC or 220VAC (then with a j1772 adapter, I could charge off public
EVSE).
 But I'll save that dream for later when I have a house to charge at.
