There’s plenty available with export limiting, just about every manufacturer 
offers it

They all involve installation of a meter (after the utility meter) to provide 
feedback to the GT

There are heaps of installations here in Australia near edge of grid where the 
utility has placed an administrative 0 export limit.

Sounds dangerous and possibly illegal. There is no inverter that can 
supply the actual power you are using and not back-feed the grid.
