The Clear button bug shipped in 3.15.0 but does not immediately crash a browser. What happens is either infinite recursion or some kind of infinite loop (I haven't looked closely enough at the proposed fix to know which at the moment) so it initially presents as the button doing nothing before things get slower and slower and bad things finally happen. I definitely don't recommend testing for the bug by clicking Clear and just waiting, but if you're not testing the patch and the Clear button works as expected on your system I'd be very curious about what customizations are in place.
