It's not a setting. It's a local customization at CW MARS.
We have the patch branch on this bug installed:
https://bugs.launchpad.net/evergreen/+bug/1779319
The community has deemed this patch unsuitable for inclusion, and since
it works for CW MARS as-is, I've not bothered to work on it any more.
Perhaps, when we upgrade to 3.7 or later and get the bootstrap OPAC,
I'll revisit the patch.

we have it. The qualifiers show up in our OPAC. The only time they
don't show is when there are two $q in the parentheses: $q
(hardcover : $q alk. paper). In that case only the first $q shows up.
