Hello everyone,

Is anyone else on 3.11 running into issues with the circulation policies 
interface?  (could also possibly be an issue on 3.10 and/or 3.12)


I haven't been able to figure out if I'm running into a bug or if this 
something unique to us.  The concerto dataset only has 1 circulation policy so 
it's not easy to try and replicate (we have hundreds of circulation policies).  
We had a few issues when we were on 3.9 and before with things not always 
saving on the first try (such as https://bugs.launchpad.net/bugs/2038846) but 
we're running into more issues since we upgraded to 3.11.1.



What we've seen so far:



  1.  If you filter by Org Unit you cannot go back and add an additional filter 
for Circulation Modifier. The field in which you would enter the modifier is 
grayed out.
  2.  If you change a value for one of your filters and click Apply the change 
isn't applied.
  3.  If you add additional filters after your initial filtering the change 
isn't applied.  You have to reload the interface and start again.
  4.  If you do too much filtering you can no longer save circ policies until 
you refresh/reload the interface.
  5.  Circulation policies aren't displaying reliably.  For one of our 
libraries it showed 8 active policies in the interface, 9 active policies on 
the report I ran, and then after I added two new policies the interface showed 
me all 11 active policies.
