If I understand what you're trying to do, then I would suggest that you put
that URL under eg2/staff somewhere and add an entry to trigger it to an
appropriate staff client menu. This will basically require staff to be
logged in and register a workstation to use that app.

You can require someone to login to an arbitrary URL using the
OpenILS::WWW::Proxy module, but it does not handle workstations at all.
