Well, you know, if I were terrified of something in the hand of my enemy or rival, I would keep very quiet about it. The Chinese govt surely has better way of communicating their wishes than by publicly available memos. But I must retract what I wrote previously. Seems like perma.cc is some kind of link shortener/redirector and it sits on Cloudflare, indeed. But the link you posted redirects to a website which seems to be in China.
