Or, another way of saying it might be: I think framing the issue in terms of "personal responsibility" and "free-will" incorrectly pushes the debate away from preventative "positive reinforcement" for individuals who are in a group with a high demonstrated risk of committing crimes, towards an excessive focus on "negative reinforcement" for individuals what have been already been convicted of committing crimes.
