Wow, it seems like this was fixed by Marco on 6/15, and committed to
poppler 0.3.3. I tested using the hyperref package for Latex and using
the options bookmarksopen={true,false}, and bookmarksopenlevel={1,2} and
evince behaved just as it should...
Way to go guys!
