According to
/usr/share/doc/evince/changelog.Debian.gz
it was uploaded to Debian in February 2021.
Due to the freeze for the next release 11 (bullseye), no new package
version are uploaded to the unstable suite.
You can install Evince version 40.2 from the experimental suite [1].
