FWIW, I would see any Location setting as a desktop-wide feature, not something whose UI should be in Evolution. Things like network settings, timezone, default printer etc. would all benefit from knowing about location changes. (MacOS 9 used to have a nice UI for this... it's gone in OSX where location only affects network settings, but there's a little app called LocationX that redresses the balance a bit.)
