In order, top down. And yes, it does make a lot of sense to add "Stop Processing" Actions to *any* filter that is expected to be the last one matching a given mail. :) This holds particularly true for moving actions, and will increase the speed slightly for really large filter lists. Also, the more specific a filter is, the earlier it should be processed (that means moving it up). In particular any filters matching a specific account should be processed before more general filters.
