Actually it kind of does, for a small number of long-lived apps. You want the app to be alive but not taking up space, so you minimize it. Unfortunately a) it still takes up some space in the panel in addition to the space normally taken by the icon, and b) if you accidentally hit Close instead of Minimize it just quits. I find it useful that some things (qbittorrent is one) just minimize when you hit the Close button. To quit them you have to do Ctrl-Q or select Quit from the File menu. This is user-configurable of course.
