You really can't compare IMAP and EWS - totally different things even within Evolution.
There are other reports of it happening with Exchange - see for instance https://mail.gnome.org/archives/evolution-list/2015-January/msg00117.html But there doesn't seem to have been a resolution. I strongly suspect that it's something that Exchange is doing - there's probably some configuration option that does it but you would need to talk to an Exchange expert. One thought. Are you sending to people on the same Exchange server? Is there a difference between what they see and what external people see? I know that there are settings in Exchange to *override* what the user sets when sending to remote domains. You could try to start looking at something like this MS Technet document: https://technet.microsoft.com/en-gb/library/jj966211(v=exchg.150).aspx But you may need to do a lot more searching in the MS documentation.
