OK tried two things -- 33% success.

Instead of right-clicking the vsubfolder and selecting Rename, I
selected Properties. I renamed the rule, "law.com_pa. The "pa"
vsubfolder disappeared and the vfolder "law.com_pa" appeared at the
expected hierarchy level.

But "law.com" remained. When I "opened" it, the list and preview panes
were replaced with a gray area and the text, "This folder cannot contain
messages."

I tried deleting the useless folder, got the delete confirmation, but it
persists. (Batting .500/50% success).

Now I try _using_ the "feature" to my advantage. I try to rename a
vfolder holding mail to and from a client named "Lisa" (not her full
name <g>) to Clients/Lisa. I get the error, "Can't use "/" in folder
names. Fine. Now I select properties and rename the rule from "Lisa" to
"Clients/Lisa". No complaints/errors. "Lisa" disappears, but vfolder
"Clients" with vsubfolder "Lisa" does not. Uh-oh. (now batting
.333/33%)

I rescue the data by choosing "Virtual Folder Editor" from the "Tools"
menu. The rule "Clients/Lisa" is there. The "Edit" button brings up the
"Properties" editor, and I can rename the rule back to just "Lisa". She
reappears (.333 success rate maintained)
