That technique is useful for changing the default browser, but not proxy settings. Recent versions of Evolution on GNOME2-based platforms have a patch to respect GNOME2 proxy settings if GNOME1.4 proxy settings don't exist, so the GNOME2 proxy configuration utility should work with at least Ximian's Evolution packages.
