I don't know, what you might have done, never had that. But you should
check the settings:
Tools / Settings / Composer Preferences
I use
Forward Style: Attachment
Reply Style: Quote original message
That does for me, what you want: Forwarded Messages are forwarded with
all attachments. Replying does only quote the orginal mail text, no
attachments.
