I finally found the offending items! The culprit wasn't a setting in
~/evolution/config.xmldb but in either ~/.gnome/evolution or
~/.gnome/Evolution. Both had lines in them beginning Toolbar, and so I
deleted both having first shutdown evolution and running killev and when
I restarted evolution it's toolbar was back to the default.
Interestingly evolution didn't recreate the files in question so I guess
they are no longer used - interesting that evolution would still config
info in files which it no longer uses for storing anything.
