Evolution 1.4 *requires* the installation of gnome-2.0 libraries. It
will not run without them.

I presume that your Red Hat 7.3 system does infact have gnome2 libs
installed, even if you are running gnome 1.4

now, as far as your question:

you need to use the gnome2 control-centre in order to change your
browser preference for Evolution 1.4 to use. It will not use the
gnome1.x settings.
