I didn't have a VFAT partion abailable to me but
looking over what you did told me what was going on
the background. I deleted the ~/evolution directory
and re-copied the original (root) to my home directory
followed by using chown to modify the ownership:

chown -R myname *

Which works now except the summary settings which is
nothing to change.  Thanks for the dirction. 
Ultimately the Ximian folks ought to fill the holes by
providing a clean way for users to do this very common
task.
